Interesting, I just saw this today.
I remember Neil Bonnett, Ernie Irvin, and Bobby Allison. Neil and Ernie came back from head injuries, but Neil was killed in a practice crash at Daytona. Ernie went on to win a race after his injury, but retired a short time later. Bobby wisely retired immediately after his crash, from which he has never fully recovered.
I think Junior ought to look VERY carefully at his health. I know he's taking the time to heal adequately, but if he's injured so badly as to have to sit out half this season, then he's hurt quite badly. He has family and business to consider for the future. I understand that racing is what he wants to do, but head injuries tend to compound, and he's had several.
My vote would be to retire from the driving end, and concentrate on the business. NA$CAR was rocked when his Dad was lost, and it'd be horrible if a similar thing happened to him, since he's as or more popular than his Dad. He could still show up at races, maybe even crew chief or be a spotter now and then.
But I also understand, the taste of speed is inside him, and that's so very hard to walk away from.

I voted for 2017. If he feels up to it and is released by a doctor he could run one more year just to see if he can still run up front. He may get behind the wheel and decide for his self that he is not 100% and should stand back from driving and concentrate on the business aspect. Yes, his safety and future should be part of the decision.

I don't have an opinion as to whether he should retire now or next year. Only he knows how he feels and if he wants to put his health/life in jeopardy by racing again with the chance of it happening again. Just like if someone would tell us whether to retire or work for another 1, 2, 3 years etc., we know our health and needs.

I think yes, maybe finish his contract but only if his Dr feels he can handle it. Then we have to pray he doesnt get another concussion during his last season. I really do worry about the permanent damage that may have been done already.
